JSI Tip 1075. Bug: MS-DOS apps and "Run only allowed Windows applications".

If you have an MS-DOS application shortcut and that .exe is the object of a RestrictRun value, the shortcut will not function.

To workaround this problem, create a batch file to run the application and change the shortcut's Target.
