Stating that their intention is to "oppose the exploitation of Windows 98 for monopolistic purposes" but not "block or forestall any particular product from release or sale," the attorney generals of 13 U.S. states will reportedly not attempt to block the sale of Windows 98 on June 25th. This, from a source close to the investigation, who says that any suit brought by the states would be to "give the OEMs some choices with the contractual restraints or other kinds of restrictions that Microsoft seems to be planning to apply."
In other words, the states may very well file suit against Microsoft as early as next week, but the point is not to block the sale of Windows 98. Rather, the states are trying to protect hardware manufacturers from unfair licensing agreements made by Microsoft. This would, in turn, lead to competition that would aid consumers
