Q. How do I change the configuration level in Windows Server 2016?

A. The ability to change the configuration level, e.g. from Server Core to Server with a GUI (Desktop Experience) is no longer possible in Windows Server 2016. The configuration level is now set at installation time and cannot be changed post install. It is therefore very important to deploy the right configuration level during installation which unless you are deploying a Remote Desktop Session Host should be Windows Server which is Server Core and not Windows Server (Desktop Experience). Also remember Nano Server is now a deployment mode with Windows Server 2016 which is a completely refactored operating system aimed at the cloud fabric itself and modern generation web applications.
