Q. Will the KMS in Windows 7 and Windows Server 2008 R2 include VMs in the count of the minimum number of licenses?

A. Yes. Given the move to virtualization, the Key Management Service (KMS) provided with Windows 7 and Windows 2008 R2 will count virtual instances towards the minimum number of licenses (25 for desktop activation, five for server activation) for KMS to start activating machines. This is welcome news for many organizations that are adopting virtualization.
