Q. If I set a Hyper-V processor limit for a virtual machine (VM), can it use more than the limit if spare processor resources are available?

A. No, the limit is a cap for the VM. If I set a limit of 25 percent and the Hyper-V box is completely idle, the VM can still only access 25 percent of the processor cores assigned to the VM.
