I've configured the Terminal Services Manager to start in minimized mode. Why can't I restore it to normal or maximized mode?

A. A problem exists with the Terminal Services Manager: If you configure it to start in minimized mode, when you try to restore it to normal or maximized mode, it stays minimized—rendering it useless. The only solution is to modify it to start in normal or maximized mode as described in How can I change a program's run mode from its Start menu shortcut?.
