JSI Tip 9449. You experience a 45 second delay when you use Internet Explorer to visit a Web site whose URL starts with https in Windows 2000?

When you are disconnected from your domain and using your cached domain account to logon to your computer, you experience a 45 second delay when you use Internet Explorer to visit a web site that is NOT part of your domain, when the Web site uses SSL (Secure Sockets Layer) encryption.

To workaround this behavior, you must logon locally.
