Q. Can I hot add and remove data disks to Azure VMs?

A. Yes. Azure uses Hyper-V under the covers and has a SCSI controller for each VM. The SCSI controller supports hot-add and hot-remove which is also supported by the Azure fabric. You can therefore add and remove data disks while an Azure VM is running.
