Are Traffic Manager instances only in one Azure region?

Q. Are Azure Traffic Manager instances local to a specific region?

A. Everything in Azure Resource Manager (ARM) must be in a Resource Group that exists in a certain region which when creating a new Traffic Manager profile may make you believe that the Traffic Manager instance is local to that region but that is not the case. Traffic Manager is a global service and is resilient to any single-region failure for all aspects of the service. This means that even if the Azure region went offline that was specific when creating the Traffic Manager profile the instance would continue to be functional.
