Q. Do I need the Azure VM Agent to use the Azure Network Monitoring?
A. Azure Network Monitoring that includes the Network Watcher features a range of capabilities including IP traffic tracing for Azure IaaS. There is no requirement to have the Azure VM Agent installed to utilize this capability and works for both Windows and Linux VMs.
