Upon system restart, why does the default NNTP virtual server start, even when I've stopped it?

A. Microsoft has confirmed this behavior as a problem with the default Network News Transfer Protocol (NNTP) virtual server. When NNTPSVC starts, it automatically sets the default virtual server's ServerAutoStart property to 1, causing the default virtual server to start. Other NNTP virtual servers aren't affected.

Currently, the only workaround is to go to the Services Control Panel applet and set NNTPSVC startup to manual instead of automatic.
