Q. How can I emulate a WAN?

A. This solution pains me, but the best free solution I found is WANem, a bootable Linux distribution. You just boot the machine from the WANem CD, configure the IP information as shown below, and that's it.

You configure network performance situations using a web interface, shown here, at http://IP address of server/WANem.

The downside is that it's not persistent—each time you reboot the machine you have to reconfigure the IP. There are posts on the main forum of the WANEm website about moving to a local hard disk or virtual machine (which is how I'm running it), but this requires some Linux knowledge, which I don't have ... yet.

You can download WANem from its site. The site also has some great documentation.
