Q. How can I disable the Recycle Bin?

When deleting files or folders in Windows Explorer, holding down the SHIFT key prevents the file or folder from being placed in the Recycle Bin.

To disable the Recycle Bin, you can use Group Policy at User Configuration \ Administrative Templates \ Windows Components \ Windows Explorer to enable the Do not move deleted files to the Recycle Bin policy.

NOTE: The Do not move deleted files to the Recycle Bin policy sets the NoRecycleFiles Value Name, a REG_DWORD data type,
at HKEY_USERS\<UserSid>\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer to 1.

NOTE: You can set the NoRecycleFiles Value Name, a REG_DWORD data type,
at HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Network to 1 to affect all users of the computer.
