JSI Tip 9561. Your Windows Server 2003 authoritative time server fails to synchronize time with a non-Windows NTP server?

When your Windows Server 2003 authoritative time server attempts to synchronize with a non-Windows NTP server, the synchronization fails and the System event log may contain:

This problem occurs because Windows Server 2003 domain controllers send synchronization requests by using symmetric active mode, but some non-Windows NTP servers respond only to client mode requests.

To workaround this behavior:

1. Open a CMD.EXE window.

2. Type the following commands, pressing Enter after each line:

REG ADD HKLM\SYSTEM\CurrentControlSet\Services\W32Time\TimeProviders\NtpServer /V Enabled /T REG_DWORD /F /D 0
w32tm /config /manualpeerlist:<NTP_server_IP_Address>,0x8 /syncfromflags:MANUAL 
net stop w32time 
net start w32time 
w32tm /resync
NOTE: When the Enabled Value Name is set to 1, Windows Server 2003 uses symmetric active mode.

NOTE: The valid settings for the /manualpeerlist switch are:

• 0x01 - use special poll interval SpecialInterval
• 0x02 - UseAsFallbackOnly
• 0x04 - send request as SymmetricActive mode
• 0x08 - send request as Client mode
