JSI Tip 9428. After repairing or updating ISA Server 2004, the ISA Server 2004 firewall service does not start on Windows Server 2003?

If you upgrade Windows 2000 Server to Windows Server 2003, and subsequently repair, or install a service pack or hotfix to ISA Server 2004, the ISA Server 2004 firewall service will not start.

This behavior occurs because the repair or upgrade changes the ISA Server 2004 firewall service to run under the Network Service account, instead of the Local System account. The Network Service account does NOT have permission to access the MSDE (Microsoft SQL Server 2000 Desktop Engine), required by the ISA Server 2004 firewall service.

To workaround this issue:

01. Start / Run / appwiz.cpl / OK.

02. Select the Microsoft ISA Server 2004 item and press Change/Remove.

03. Press Next.

04. Press Modify in Program Maintenance and press Next.

05. On the Custom Setup page, expand Firewall Services and select Advanced Logging.

06. Select This feature will not be available and press Next.

07. Press Install.

08. Press Finish.

09. Close the Internet Explorer window that opened automatically.

10. Start / Run / appwiz.cpl / OK.

11. Select the Microsoft ISA Server 2004 item and press Change/Remove.

12. Press Next.

13. Press Modify in Program Maintenance and press Next.

14. On the Custom Setup page, expand Firewall Services and select Advanced Logging.

15. Select This feature will be installed on the local hard drive and press Next.

16. Press Install.

17. Press Finish.
