After installing a new USB device, Windows XP reports:

The installation of new device is completed. You need to restart so that the changes made take effect. Do you want to restart now?

When you install a new USB device, Windows XP verifies if the device is removable. Synchronously, Windows Explorer tries to mount the new USB device.

If the device status is reported as busy, the device is set as un-removable, requiring a computer restart to correct the problem.

If you receive the above message, you must restart the computer in order to use the device.
