JSI Tip 8808. A client access license is required for a Macintosh-based computer to connect to Terminal Services or Remote Desktop Services running on Windows 2000 Server.

Microsoft Knowledge Base Article 326422 states:

If you use a Macintosh-based computer to connect to a Microsoft Windows 2000-based computer that is running Terminal Services or Remote Desktop Services, the Macintosh client requires a client access license (CAL).
