The subject behavior will occur if the file is blocked because it contains an invalid signature.
To workaround this behavior, you can unblock a trusted publisher:
1. On the Internet Explorer Tools menu, press Manage Add-ons.
2. Press the name of the add-in.
3. Press Update ActiveX to replace the add-on with the current version.
NOTE: Not all add-ins will have this option.
4. To enable an add-in, select Enable and OK.
5. To disable an add-in, select Disable and OK.
