JSI Tip 8321. Is your Windows Explorer folder pane blank?

When you open Windows Explorer, or My Computer, and select the two pane Folders view, the Folders pane opens, but it is empty.

This problem is generally the result of an Internet Explorer, or System, library file not being properly registered.
