JSI Tip 7936. When you 'Administratively assigned offline files' in Windows Server 2003 Group Policy, the assigned objects may not be available to some users?

When using the Administratively assigned offline files feature in Windows Server 2003 Group Policy, at User Configuration \ Administrative Templates / Network / Offline Files, the files and folders that you configured for offline use are not available to some users.

If the offline file cache is encrypted, AND the user never accessed these objects while they were online, they are experiencing this designed in behavior.
