JSI Tip 7732. When you attempt to install a Windows Installer package on Windows 2000 or Windows XP, you receive 'Error 1603: A fatal error occurred during installation'?

When you attempt to install a Windows Installer package, you receive:

Error 1603: A fatal error occurred during installation.

If you press OK, the installation is rolled back.

You will receive this error if any of the following are true:

  • The SYSTEM account does NOT have Full Control on the folder that the package is trying to install to.

  • The folder that the package is trying to install to is encrypted.

  • The drive letter of the folder that the package is trying to install to is a substitute drive (subst <DriveLetter:>).

To workaround this behavior:

  • Grant the SYSTEM account Full Control on the folder, and sub-folders, that the package is trying to install to.

  • DO NOT install into an encrypted folder.

  • DO NOT install on a substitute drive.

NOTE: To grant the SYSTEM account Full Control on the folder, and sub-folders:

1. Open a CMD prompt.

2. Type xcacls <FolderPath:> /T /E /C /G SYSTEM:F /Y and press Enter.
