JSI Tip 7220. How do I disable IPSec from clients that are running versions of Windows earlier than NT 5.0?

You may find it easier to troubleshoot L2TP issues if you disable IPSec first.

For clients running Windows 98, Windows 98 Second Edition, Windows Millennium Edition (Me), or Windows NT Workstation, after install the Microsoft L2TP/IPSEC VPN Client on these client computers, the following will disable IPSec:

1. Use the Registry Editor to navigate to:

HKEY_LOCAL_HKEY_LOCAL_MACHINE\SOFTWARE\IRE\SafeNet/Soft-PK\ACL\1.

2. Double-click the Action Value Name in the right-hand pane and set the data value to 1. A data value of 2, the default, enables IPSec.

3. Press OK.

4. Exit the Registry Editor.

5. Restart the client computer.
