If the above solution does NOT correct the problem, it may be caused by a bug in Internet Explorer.

After restarting your computer, if the problem persists:
1. Restart your computer and press F8 to select the Advanced startup options.
2. Start in Safe mode with networking.
3. Log on as the local Administrator. Windows Update should start and update Browsing services, Internet tools, and System services.
4. Restart the computer.
