JSI Tip 5602. Setup could not locate the Windows installation you want to upgrade?

When you perform an in-place upgrade of Windows 2000 or and upgrade from Windows NT 4.0, you receive the subject message?

Windows 2000 Setups check all of the following:

- A valid path exists in the C:\Boot.ini file.

- The HKEY_LOCAL_MACHINE\System\Setup\uniqueid data value matches the uniqueID in the \[data\] section of the c:\$win_nt$.~bt\winnt.sif file.

- The Software hive is loadable.

- The %SystemRoot%\System32\Ntoskrnl.exe and %SystemRoot%\System32\Ntdll.dll files exist.

- The %SystemRoot%\System32\Drivers folder exists.

One possible reason for failure is that the SYSTEM account does NOT have Full Control of the files and folders parsed.
