The subject problem occurs if have some corruption and your home page is set to Use Blank.
To resolve the issue:
1. Close all instances of Internet Explorer.
2. Copy and paste the following to a Color.reg file:
REGEDIT4
\[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\]
"Use_DlgBox_Colors"=-
\[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main\]
"Use_DlgBox_Colors"="yes"
3. Double-click the Color.reg file to merge it into the registry.
4. Open Internet Explorer.
5. Press Internet Options on the Tools menu.
6. On the General tab, press Use Blank.
7. Press Apply and OK.
8. Exit Internet Explorer.
9. Open Internet Explorer. A blank window will appear. Press the Home icon on the toolbar.
