The subject problem can happen if you use the Multilingual User Interface (MUI) pack, you use a non-English User Interface (UI), and your language for non-Unicode programs does NOT match your UI.
To fix the problem, user Control Panel / Regional and Language Option / Advanced to set Language from non-Unicode programs to match your UI.
Shutdown and restart your computer.
