If you transfer data using Winsock (FTP) over a high speed, high latency link, like a satellite, performance is much slower than expected?

This can occur on a server that has less than 64MB of available memory, as the buffer allocation algorithm will use only 4KB or 8KB, depending on the available memory.

When you have more than 64MB of available memory, the buffer size is increased to 64KB, eliminating the problem.
