JSI Tip 3996. You receive NETLOGON Event ID 5737 and a SCM Event ID 7023 from the Kerberos Key Distribution Center service?

When your Windows 2000 Server, that has Service Pack 2 applied, starts, the Netlogon service does not start and the subject events may be logged. Additionally, if you open Internet Explorer and press Help / About Internet Explorer, you may notice that your cipher strength is 0-bit.

When you applied Service Pack 2, setup automatically converted your computer to 128-bit encryption, and copied an updated version to Rsaenh.dll your %SystemRoot%\System32 folder. The subject error is the result of having a missing, damaged, or older version of Rsaenh.dll. The correct version (for SP2) of Rsaenh.dll is 5.00.2195.2228 and the file should contain 133,904 bytes.

To resolve the problem:

1. Check the version and size of SystemRoot%\system32\dllcache\rsaenh.dll. If this is correct, copy it to a floppy and go to step 4.

2. If you have the network Service Pack 2 Download, expand it to a temporary folder (W2KSP2_2.146.4_en.exe /x). At a CMD prompt, type Expand <Drive:>\Folder\i386\new\rsaenh.dl_ A:\rsaenh.dll. Go to step 4.

3. If you do NOT have the correct version, click here to download rsaenh.dll to a floppy.

4. Start the Recovery Console.

5. Type cd System32 and press Enter.

6. Insert the floppy and type copy A:\rsaenh.dll rsaenh.dll and press Enter.

7. Type cd dllcache and press Enter.

8. Type copy A:\rsaenh.dll rsaenh.dll and press Enter.

9. Remove the floppy and type exit to restart your server.
