JSI Tip 3809. Control whether a user can permanently, temporarily or NOT change display settings.

We disabled the Display applet in Control Panel using NoDispCPL.

In Windows 2000, if you set the DisableAll value name, a REG_DWORD data type, to 0, at HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers\PermanentSettingChanges, all users can save the changes that they make to display settings. If you set DisableAll to 1, no user, including an Administrator, can save changes to display settings. If you set DisableAll to 1 at HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\GraphicsDrivers\TemporarySettingChanges, no user, including an Administrator, can change display settings, even by using a program the calls the ChangeDisplaySettings API.
