In Knowledge Base Article Q238886, Microsoft described "How to Set Up and Troubleshoot Multiple Monitors in Windows 2000".
If you want to configure the monitor on which a program starts, for all new users:
1. Log on to the computer as a 'test' user.
2. Open the program and drag the program window to the monitor you wish it to start on.
3. Log off.
4. Log on as a Member of the Administrators group.
5. Copy the NTUser.dat from the 'test' user, "%SystemDrive%\Documents and Settings\'test'", to the default user profile.
NOTE: Some programs cannot use the Multiple Monitor feature.
