JSI Tip 3130. The Windows 2000 Messenger service sends garbled messages?

When you receive a message from the Messenger service, it appears to be garbled?

If the regional settings of the sending and receiving computer are different, this might occur.

Microsoft is aware of the problem.

NOTE: The receiving computer does NOT detect the locale of the sending computer.
