If an ordinary user tried to install a game controller that connects to a joystick port, they would use Control Panel / Game Controllers. The Game Controller applet would warn the user that they were not logged on with administrative priviledges.
Because a USB device is Plug and Play, it doesn't require the Game Controller applet, and no warning is issued. The user is unable to install the device.
