There is a bug in Windows NT 4.0, and Windows 2000, that prevents setting more than one Volume Control option at a time.
When you right-click the Volume Control icon in the taskbar and press Open Volume Controls, press Options and Properties, there are 3 option buttons. If you modify the settings of any option, such as Playback and then select another option, such as Recording, the Playback setting reset to their original state.
To work around the problem, change one option and press the OK button.
