JSI Tip 2824. When you attempt to start the Windows 2000 Task Scheduler, you receive an 'Access denied' error?

The subject behavior can occur when the System account does not have Full Control on the drive root of the boot drive.

NOTE: THe Boot drive is the drive letter that contains the %SystemRoot% folder. The System drive is the one that contains the NTLDR and Boot.ini files.

NOTE: The DHCP service also requires that the System account has Full Control on the drive root of the boot drive.
