JSI Tip 1997. Granting an ordinary user the right to load / unload device drivers doesn't work?

When you use User Manager to grant the Advanced User Right to Load and Unload Device Drivers, the user receives an access denied when trying to use this right?

In Windows NT 4.0, the must be a member of the local Administrators group for this right to work.

NOTE: The problem has been fixed in Windows 2000.
