A corrupted NetBIOS Interface service can cause:

Description: The server was unable to register the administration tool discovery information.
The administration tool may not be able to see this server. The data is the error code.
To resolve the problem:
1. Control Panel / Network / Services / NetBIOS Interface / Remove.
2. Press Close to rebuild the bindings.
3. Press Yes to restart your computer.
After the restart:
4. Control Panel / Network / Services / Add / NetBIOS Interface.
5. Press OK and Close to rebuild the bindings.
6. Press No when prompted to restart your computer.
7. Reapply your latest Service Pack.
8. Shutdown and restart your computer.
