JSI Tip 10101. Internet Explorer Maintenance Group Policies do NOT apply during subsequent logons to Windows 2000 client computers?

When you use the Internet Explorer Maintenance Group Policies to customize a user's Home page, or any other attribute, the policy is applied. If the user subsequently changes their home page, the GPO does NOT set it back.

NOTE: This behavior does NOT apply if you use Preference Mode as in How can I set Internet Explorer advanced settings in Windows 2000, using GPOs?

This behavior occurs because the version number in the Gpt.ini file has not changed, so the GPO is NOT reapplied.

To workaround this behavior, you can use Internet Explorer Group Policy security settings need some extra help?, or you can change the NoGPOListChanges Value Name, a REG_DWORD data type, from 1 to 0 at "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\GPExtensions\\{A2E30F80-D7DE-11D2-BBDE-00C04F86AE3B\}" on all the client computers.

You can use REG.EXE, built into Windows XP, Windows Server 2003, and later operating systems, or installed from the Windows 2000 Support Tools, to do this:

REG ADD "\\ClientComputerName\HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon\GPExtensions\\{A2E30F80-D7DE-11D2-BBDE-00C04F86AE3B\}" /V NoGPOListChanges /T REG_DWORD /F /D 0
or you can use PolicyMaker™ Registry Extension freeware.
