JSI Tip 0894. SP4 bug fix: Out of Scope DHCP IP Adresses.

While fixing DHCP issues in NT 4.0, SP4 no longer issues IP Addresses for Out of Scope reservations.

A non-public fix is available by contacting Microsoft Product Support Services. Mention article Q195932 and state that you need the revised DHCPssvc.dll.
