When you see the subject statement in a Knowledge Base article, you will not be able to download the fix.
To acquire the fix, you must call Microsoft Technical Support. In the United States and Canada, they will take your credit card, but the engineer will void the charge when you state that your require the fix mentioned in the Q#.
The rules in other countries may vary, and in some, they won't even know what you are talking about.
